26 Oct 2026・7 min read Since 2018, ADNOC’s In-Country Value (ICV) program has redirected a cumulative AED307 billion ($83.5 billion) into the UAE economy and created more than 23,000 private-sector jobs for UAE nationals. Looking ahead, ADNOC is targeting AED90 billion ($24.5 billion) worth of products in its procurement pipeline for local manufacture by 2030. How that value spreads across the country matters as much as its size. ICV’s economic impact reaches all seven emirates of the UAE, and manufacturers in every emirate supply ADNOC. Their output spans industrial and consumer goods, from large-diameter steel pipes and advanced 3D-printed components to marine protection equipment and the karak tea at ADNOC service stations.
"When a company manufactures locally, employs locally and supplies operations across all seven emirates, it delivers precisely the national value the program was designed to create" Salama Alawadhi Senior Vice President, Group Commercial & ICV & Industrial Development at ADNOC
“When a company manufactures locally, employs locally and supplies operations across all seven emirates, it delivers precisely the national value the program was designed to create,” says Salama Alawadhi, Senior Vice President, Group Commercial & ICV & Industrial Development at ADNOC. “Each time ADNOC's demand enables a UAE business to invest, hire Emiratis, build new capabilities or win business in export markets, the economic benefit extends well beyond ADNOC and strengthens the national economy as a whole. That multiplier effect is the true measure of the program’s success.” The profiles that follow show how each of these seven manufacturers deliver value for ADNOC and the UAE through industrial growth, job creation and economic diversification. Abu Dhabi: Al Gharbia Pipe Company At its Abu Dhabi factory, Al Gharbia Pipe Company manufactures carbon-steel pipes measuring up to 60 inches in diameter, with many destined for ADNOC’s offshore operations. “In pipelines, Al Gharbia Pipe Company helped establish the UAE’s first longitudinal submerged arc-welded (LSAW) pipe manufacturing capability,” says Alawadhi. “LSAW line pipe is now 100% sourced from UAE manufacturers.” Commercial production began in 2019 at the KEZAD facility in Abu Dhabi. The pipes are used for line pipe, conductor pipe, structural applications and dredging. The factory combines Japanese steelmaking expertise with UAE production and represents an investment of approximately AED1 billion ($272 million). Al Gharbia supplied 87 kilometres of 34-inch pipe for ADNOC Offshore’s Lower Zakum development and 12.24 kilometres of conductor pipe to ADNOC Drilling. Eight Emiratis are employed and receive structured technical and professional development.

Dubai: Immensa When ADNOC Offshore needed replacement parts for a critical fire safety pump, Dubai- based advanced manufacturing company Immensa helped cut delivery times from 26 weeks to just six, saving approximately AED1.47 million ($400,000) in the process. The project involved a 14-stage submersible fire jockey pump, an essential part of offshore safety systems. With support from the original equipment manufacturer no longer available, Immensa engineered and manufactured 28 critical spare parts locally. “Beyond the savings, this project demonstrates something far more significant: the UAE now has the capability to engineer, qualify and manufacture complex, safety-critical spare parts that previously depended on overseas supply chains,” says Fahmi AlShawwa, CEO at Immensa. The company’s discussions with ADNOC began in 2020, before it formally joined the ICV program in 2022. Immensa has manufactured more than 950 critical spare parts for ADNOC, localizing some AED36.7 million ($10 million) in manufacturing value. Between 2023 and 2025, the company invested approximately AED15.6 million ($4.25 million) in UAE industrial capabilities and developed a network of more than 15 local suppliers and manufacturers. For ADNOC Gas, Immensa has digitized more than 5,500 critical spare parts, laying the groundwork for local, on-demand manufacturing. This program is projected to generate approximately AED183.6 million ($50 million) in savings by 2028. Across its wider operations, Immensa has assessed more than four million spare parts and digitized over 16,000. Its UAE manufacturing capabilities now also serve international markets, including the US.

Umm Al Quwain: Ecocoast In 2018, marine protection firm Ecocoast became the first company to set up in Umm Al Quwain’s New Industrial Area. Eight years later and Ecocoast stands as a proud pioneer for the thriving Umm Al Quwain manufacturing hub, helping supply some of ADNOC’s biggest energy projects from their factory. “We’re here when something is needed,” says Mark Boomsma, Ecocoast’s Global Director of Operations and Delivery. “And we’re here if something goes wrong. We are very quick.” And that responsiveness matters when your products are designed to protect the marine environment. For ADNOC’s Hail & Ghasha development, Ecocoast supplied oil booms through contractor DSV, providing equipment designed to contain oil spills. At Ruwais LNG, its contribution includes oil booms and silt curtains supplied through ITD Cementation. The latter help prevent sediment disturbed during marine construction from spreading into surrounding waters. And for Project Volta, Ecocoast supplied silt curtains, navigation buoys and marine lanterns through Al Hassanain. For Boomsma, it is the essence of Make it in the Emirates, an initiative launched in 2021 by the UAE Ministry of Industry and Advanced Technology (MoIAT) to encourage local and international companies to manufacture products within the UAE. “ICV is basically keeping the value in the Emirates,” he says. All these products are designed and manufactured in Umm Al Quwain, where Ecocoast has doubled its UAE manufacturing capacity since relocating from Dubai. Founded in the UAE in 2009, the company has since expanded internationally, delivering projects in around 70 countries.

Ajman: Dunes Importing Karak, a rich, spiced milk tea is a staple across the UAE. Whether you prefer the standard karak, cardamom or saffron flavor, Dunes Importing has been bringing one of the UAE’s favorite drinks to customers at ADNOC service stations since 2021 – with the karak powder manufactured in Ajman. The relationship dates back to 2005, when Dunes began supplying ADNOC with fully automatic vending machines serving Turkish coffee. Dunes subsequently expanded into karak, with the company’s vending machines offering standard and cardamom varieties. More recently, Dunes worked with ADNOC to develop a premium, barista-prepared karak range exclusively for Oasis by ADNOC. “They reached out to us and said: ‘Can you do this?’,” recalls Samir Hamza, Managing Partner at Dunes Importing. “We said: ‘Yes, of course’.” What followed was a collaborative process of testing samples and adjusting recipes until the final, delicious drinks were decided upon. “This menu is locked to ADNOC,” says Hamza. “Nobody else is allowed to use it.”

Sharjah: Technomak Technomak manufactures large modular structures that can house the electrical and control systems needed to power complex energy operations. The engineering and fabrication company has completed more than 180 projects and operates approximately 700,000 square feet of facilities, producing everything from offshore structures to modular substations and technical buildings. Technomak’s work includes modular substations for ADNOC Offshore’s Lower Zakum Long- Term Development Plan, supporting the Al Omairah Island topside facilities. Working alongside Tecnicas Reunidas, Hitachi Energy and Schneider Electric, Technomak is helping fabricate critical power infrastructure in Sharjah before its installation offshore. The project brings together local steel, fabrication and module assembly, illustrating how UAE-based manufacturing contributes to major energy developments. Ras Al Khaimah: RAKCHEM Industries From drilling chemicals to minerals used in oil and gas production, RAKCHEM Industries manufactures a wide range of industrial products at its facility in Al Ghail in the most northerly of the UAE’s seven emirates. With 15 years of industry experience, the company has in-house laboratory capabilities and produces materials including barite, bentonite, calcium chloride and Class G oil-well cement, alongside specialist chemicals used in drilling and production operations. In May last year, RAKCHEM was named among nine UAE manufacturers awarded ADNOC contracts worth a combined AED543 million ($148 million) for locally made industrial products. The contracts covered inputs ranging from drilling and production chemicals to corrosion inhibitors, valves and protective equipment.
Fujairah: Fujairah Plastic Factory From its manufacturing facility in Fujairah’s Al Hail Industrial Area, Fujairah Plastic Factory produces industrial packaging that plays an important role in the UAE’s energy supply chain. Founded in 1982 by Emirati businessman Khalifa Mattar Al-Kaabi, the company has grown into a manufacturing group operating four factories across the UAE, with products exported to more than 50 countries. Its range includes polyethylene bags, flexible packaging, greenhouse films and industrial wrapping materials. For ADNOC, the company manufactures heavy-duty form-fill-seal bags used to package polymer granules produced by Borouge. It is another example of how ADNOC’s ICV program connects industries across the UAE, with locally produced polymers packaged by an Emirati-owned manufacturer in Fujairah, supporting domestic manufacturing and creating value across the supply chain.
